Finally, any Clan or party may use 30 Bid Points for one lease on Shiawase Island. This will allow either an existing Gentry business/unique holding to open up a branch on the island and expand their operations as a chain or open a new business opportunity in hopes of taking part in the Tango Province's future economic prosperity. For reference, this will be equivalent to 12-point Gentry Unique Holding, if the Clan member or party in question does not own a Gentry themselves. If they already own a Gentry Unique Holding, they will be upgraded to an 18-point Gentry Unique Holding instead.

Can this be done during game, or is it more of a post-game thing? I assume the latter, but not fully clear.

A question on experience points - do we get them end of D3 or start of D4? Can we write our xp spend now ahead of time so they'll be in place for D4 if the xp is end of session 1 (aka end of D3)?

This can be awarded during the game, yes. However, it's not like the store or the brand immediately goes international overnight. The effects will be finalized post-game, but if you wish to spend the points now, you can have a contract in hand.

I don't know how effective it will be to spend 30 Bid Points to get further Bid Points (loss of 30 to gain 3-6 Bid Points in return). But, yes, this Gentry change can apply to the next Session's Bid Roll. Absolutely not on the same Session.

About the flooding: where are the areas affected?

Well, to be clear, minor flooding is more on the level of potentially submerging your foot if you stepped in the area. There would be some parts of the street that would make it really back to traverse on foot, potentially some water spilling downstairs to anything, and some drenched ground-level areas. No state of emergency flooding here.

Upper Nakahama City is pretty much in the clear.
Lower Nakahama City, some areas of the shopping street, Tama Izakaya, Gacha Umi and the Pink Lotus are kind of inconvenienced.
