1. Yes, you technically can.
2. Well, this is being settled behind closed doors. With Yasuki Umiko being the ranking samurai there, she will likely be giving her testimony to address the matter with the magistrates, then eventually speak to her sister about it.

Ultimately, it seems that a corrupt officer and her criminals have made themselves at home at the Temple of Light, then forcibly tried to harm the karo. Junpei went to investigate the matter surrounding the Temple and samurai have volunteered themselves to help. He tried to keep them back but it seems the situation has already escalated to violence with a gun fire breaking out. Unfortunately, Moto Shiwahime was killed in the ensuing battle but the karo was rescued. Investigations are still ongoing.

End of Game Goals will be similar to those at the end Shadows (the previous Banner game).

As for polls! I would personally like to do things differently here and not include them in the same way as previously done in Banner games. If I do them, they might err closer to the side of 'suggestion' polls rather than fully deciding the fate of the Empire. I prefer to reserve the final say to the whims of the GM's (I guess in this case, it's me) ideas, vibes, and plans! I prefer to gather feedback and vibe checks, myself!

Well, if your character wants to stay long, I'm happy to handwave stuff in the background to make that official. I suppose every Clan found some measure of success here and could stay longer to finalize contracts, hunt for real estate, negotiate leases, find contractors...

Or if you want to do it official-like, you can talk to either the Magistrates or a karo.
