[D7 MM] A brunch to work on paperwork (expecting)

Haruhi invited her friends who had been helping find the Jimen Tori's secret place to meet at her room in the hotel the next morning to review a draft of the paperwork needed to excavate the spot where the earth had shifted from the construction, blocking the birds' route.

She'd consulted with her patron Yasuki Reina the prior evening and gotten her advice on how best to approach the matter, and her stamp of confidence in the project, which would definitely grease the administrative wheels so they had the best chance of a quick approval.

She arranged a brunch for her guests. Tea. The delicious local melon juice. Tamagoyaki. Rice.

She had her holoslate with a draft to get their input.

Once they all arrived, they could review and get the packet ready to hand in.

[Agasha Sorato]

Sorato had already given Haruhi a datachip, shimmering wetly with the energy of Fire and Water kami, holding his holorecorder images from their caving adventure yesterday, in case these were useful in drafting the request.

In the morning, he arrives promptly and bows on being let in. "Good morning, Kakita-san. Did your patroness come through?" he asks with a hopeful air as he straightens up again.

The Detective walked in, followed by Kiyoshi.

"Sorry we're late." The Fox said. "I was doing some additional research."

The last to arrive was the small Spider, giving everyone a smile and bow as she entered.

"Good morning Mina-sama, I hope you are all well?"

Haruhi greeted each person with a bow and a smile.

She made sure each person was comfortably seated with tea and food as they wished.

There was fresh fruit for Detective.

"Thanks for the recordings, Agasha-san. I think that will be helpful. My patron, Yasuki Reina, was enthusiastic about the project. She will lend her name and chop to our application and has provided some advice on how to effectively submit it through the correct administrative staff without disturbing the Governor."

She showed them the paperwork that she had assembled so far. A map showing the location of the entrance and estimated land area underneath (generously estimated, since they didn't know for sure.) Several reference documents citing the relevant administrative code.

"Here's the text so far. Let me know your thoughts! We can polish it up and turn it in! Yasuki Reina-sama said we will likely hear back on the same day we submit, and hopefully with an approval."

With this application, we request approval to excavate the floor of the marked chamber (see map attached) which was historically an open passage but was inadvertently sealed by dislodge of earth from construction activity in the chamber above. Initial survey (see video attached) and engineering analysis shows it should be possible to excavate in a manner that removes the earth without causing undue landfall to the area below that might disturb what is anticipated to include a freshwater pool and abundant source of fish within the mountain's cave structure.

All relevant video of the excavation and what is found underneath will be property of the city of Nakahama, for potential use in tourism-attracting media of the 'unboxing' style.

On the assumption that a place important to the jimen tori is found, the relevant land shall be designated a natural reserve (land use type C-1345), which restricts public access and focuses on preserving use by the relevant animal in perpetuity. Excavation team will install city-provided 'trail camera' equipment, which will permit remote viewing of the space so that locals and tourists alike can delight in observation of the jimen tori in this space in which they can privately thrive, without disturbance. Footage could also be used for a nature documentary, should the city wish. Should any individual jimen tori be named and given characterization in such a production, license to that named character and its reproduction in plushie and other format shall reside wholly with the city of Nakahama.



"What do you think? Anything else we should include? Anything that could be made more clear or gracious or persuasive?"

Sumiko took a few moments to read what had been prepared so far.

"Building has been attempted in the past in that area, how big an area might be needed for the preservation? The more land that might be needed the more pushback could be met especially if anyone wants to resume that hotel project again. That's too close by to be ignored."

[Kitsune Kiyoshi]

"We know there are alternatives routes to that chamber. The one we used was the closest. Depending on the other routes, one could be selected that would minimize future conflict with construction." He suggested. "I would also point out that restoring access to their traditional feeding and nesting grounds would likely restore some order to the movement of jimen tori around the island, making them less obtrusive in other areas of the island."

"And, I can verify that the special place is as we were told. I explored it this morning."

Sumiko took a few moments to read what had been prepared so far.

"Oh! What if we offered to create a reinforcement to the ceiling in the chamber. So construction and activity in the hotel area above could continue without risk of new earthfall that could reach the floor. I think that's an engineering problem we could solve."

"But we don't know how far down the space goes. Maybe we need to make sure it's clear that is yet to be established but will be. We can certainly get approval to dig, survey, and report back, even if what we learn proves to require a larger area than expected."

"Did you learn anything else as you explored this morning?"

"There is a chamber with a pool, containing fish. I saw signs of old nests, so I believe the jimen tori were there." He explained.

[Kakita Haruhi]

"Oh! That's good news that the pool is only one layer down. It limits the space we are designating as the preserve."

[Susumu Sumiko]

Sumiko considered the suggestions.

"Reinforcement would be good, however it may be worth checking with someone who has studied the volcano more as we don't want to suggest something that may cause issues with the volcano."

[Kakita Haruhi]

She nodded. "There is time. The two things don't have to happen on the same day."

She typed away the holo-slate and offered an updated draft.

The map had been updated to more clearly show that the area to be reserved was the entrance and one chamber down of exact size to be determined.

Survey, after excavation, will confirm the exact size of the chamber below, all possible exits, and the best path for the jimen tori to follow to reach the newly opened chamber. Note that allowing the jimen tori a path to this historic place of thriving for them may also reduce their potentially obstructive wandering in other locations.

Lastly, with consultation with further experts, on a separate date, we will propose and then conduct, as feasible, any structural supports needed in the upper chamber such that further construction above that point no longer risks further earthfall that might re-seal that entry point and/or contaminate the lake below.

"Between the recordings we could put some 3D imaging together of the whole blueprint plans as part of the future preservation" Sumiko offered thoughtfully "but for now we just need to secure the entryway."

"Oh! I thought it was simply described to you by the kami. You were there? We can definitely include that video if you don't mind. And think about light sources to go with the 'trail cams'."

"Good idea to make sure we capture the measurements needed for a 3D map. Of the chambers. And any other ways to enter or exit."
