Kazushi will certainly be at Natsuzora, as there probably aren't any other accommodations available that are good enough for him.
He'll be arriving on Day 0, coming in from Rokugan (with perhaps a stop or two to pick up a co-worker, once he's approved...).

Maybe in Unicorn house, there's not much of a party in the Spider house as I think everyone else is staying somewhere else

Restful Inn on Friendship Street is now open for business, if people aren't interested in cloistering in their own embassy dorms. It's an obvious downgrade...but you can be "together"*!
*One samurai per room, even small samurai.

I did mean to ask though - regarding Riku Convention Centre, what is the setup like for each clan? Are there private rooms for meeting in each wing, and also for sleeping?

Yes, people staying at the embassy/embassy-like set up get a slightly more spacious dorm room (think more conventional hotel room than Japanese business hotel room). There are individual meeting rooms and board rooms (PowerPoint presentations anyone?) for use. Guests will have to sign in when they visit, naturally.
