Hmmmm, so the Scorpion has half a rank more status buuuut the Imperial's authority tends to be recognized as having priority compared to a samurai outside of his clan's territory. Unless, of course, Bayushi-sama had some sort of established relationship with Green carp granting him greater relevance to the situation
