Likely not a simple yes or no answer here. Each Clan and System likely have set their own laws regarding imports. The Crab are understandably quite restrictive regarding what they allow on their worlds, which was probably the case even before the Mushin incident.
But it should be legal to make and export products with alien fauna/flora, just whether or not to deal with the headaches of export. Green Carp has a lot of products (such as alcohol) made from ingredients only found on this world, if that's the question.

Easily, the Namigashira Bay area. For now, the area isn't very disturbed by humans and should provide a good snapshot of sea life.
